company of the future.SUMMARY OF DUTIESThe Audit Manager/Sr Audit
Manager is responsible for day-to-day management, supervision,
technical, and administrative direction of a multi-disciplined
staff conducting performance audits and reviews in compliance with
Generally Accepted Government Auditing Standards (GAGAS) in a
dynamic office environment. These audits address the effectiveness
and efficiency of Amtrak's programs and operations, and report
recommendations for improvements to those programs and
operations.ESSENTIAL FUNCTIONS
- Provides vision, direction, and focus to align audit work to
accomplish the Inspector General's strategic goals by supervising
complex audits, ensuring soundness and integrity of audit work, and
effectively using assigned staff.
- Provides context and perspective to subordinates on Amtrak and
OIG strategic plans. Develops audit proposals in concert with the
OIG strategic plan, and to support the annual audit planning
process.
- Develops audit plans that address the audit objectives and
provides a clear path for developing convincing findings and
actionable recommendations.
- Provides management, oversight, and leadership to the audit
teams to keep projects on track and ensure quality work in the
process. Provides leadership in audit matters as well as
administrative areas.
- Supervises the collection and analysis of data; ensures that
evidence collected is reliable, sufficient, relevant, and properly
documented in the project work papers and complies with GAGAS and
Amtrak OIG's policies and procedures.
- Develops well supported audit reports that recommend process
improvement and/or cost recoveries.
- Produces final products, such as briefings, message meeting
documents, reports, testimonies, and/or fact sheets; ensures all
products are clear, convincing, and accurate.
- Keeps OIG management informed of the audit progress,
potentially controversial matters, and options for managing these
matters.
- Leads and provides on-the-job training and coaching to a
diverse multi-disciplined staff of professional auditors and
analysts.
- Provides team members feedback regarding performance and
monitors their progress against individual goals.
- Develops highly productive working relationships with internal
and external parties, and fosters teamwork, collaboration, and
coordination.
- Facilitates auditee meetings and interviews.MINIMUM
REQUIREMENTS:
- Bachelor's Degree in Business, Accounting, Finance, Public
Administration, Economics or other related field, or equivalent
combination of education, training and work experience.
- Must have at least 4 years of relevant experience that included
conducting performance audits of programs and operations.
- Excellent written and oral communication skills.
- Proven analytical, problem solving, and project management
skills.
- Ability to multi-task with attention to detail.
- Ability to work across organizational boundaries to reach
mutual goals.
- Able to maintain composure in stressful situations and maintain
confidentiality of sensitive information.
- Proficiency in using data analysis and computer-based tools
including Microsoft Office Suite and similar products.
- Experience using Teammate or similar audit work paper
management systems.
- In depth understanding and ability to apply GAGAS and other
audit policies and procedures.
- Demonstrated supervisory skills or prior supervisory
experience.
- Demonstrated leadership abilities.PREFERRED:
- An advanced degree from an accredited university (e.g., MPA,
MBA).
- Familiarity with the accountability community (e.g., OIG,
GAO).
- Familiarity with passenger rail operations and/or
transportation operations.
- Professional certification (e.g., CPA, CIA, CISA, CFE,
PMP).COMPENSATION:The hiring salary range the Audit Manager/Sr
Audit Manager is $129,616 - $174,782. This is the starting salary
range and does not reflect the full salary range of the position.
Pay is based on several factors including but not limited to
education, work experience, certifications, internal equity, etc.
