Charles Street, Baltimore, MD 21201Main Purpose of Job: The main purpose of this position, Director-Division of Cost Allocation and Revenue Management, is to manage, maintain and secure Federal funding to support the agency mission. This is accomplished through pursuing Federal funding approval, cost allocation that maximizes Federal funding, Federal claiming and Federal funds drawdown, and grant accounting that documents and supports Federal claims and attainment. The position assists in the management of an increasing portfolio of Federal grants with over 62 different Federal, state, and private fund sources, as well as increasing involvement with the complex financial and management issues related to the daily operations of the Department. Since the pandemic, new continuing funding has been awarded in multiple programs, including Supplemental Nutrition Assistance Program, Temporary Assistance for Needy Families, The Emergency Food Assistance Program, Low Income Home Energy Assistance Program, Adult Services, Promoting Safe, Stable Families, and Chafee Independent Living, as well as Relief funds managed by DBM.POSITION DUTIES:

  • Oversee pursuit of funding opportunities through Federal sources.
  • Ensure the Department is taking full advantage of existing funding opportunities.
  • Develop and submit the Department's complex and detailed Cost Allocation Plan and amendments, as needed, on a timely basis to the US Department of Health and Human Services under the Secretary's signature.
  • Review and evaluate all major internal department initiatives and all proposed changes in the Federal Code of Regulations (CFR's) and Federal Uniform Grants Guidance for any potential impact on the Department's Federal and State funding.
  • Analyze, interpret and monitor Federal and State funding trends during the year and share them quarterly with the Department's Budget Management Director, CFO and Deputy CFO's.
  • Supervise the allocation of all Department costs and the preparation of Federal financial reports on a quarterly basis, reporting on the use of Federal funds.
  • Supervise the attainment of Federal funds through letter-of-credit draw downs according to the Federal Treasury State Agreement and the Cash Management Improvement Act.
  • Provide requirements for a new automated cost allocation system.
  • Oversee the Development and Implementation of a new system to allocate over 1,000 active cost centers charged to over 62 fund sources utilizing approximately 200 methods of allocation.
  • Provide requirements for a new automated Random Moment Time Study system.
  • Oversee the Development and Implementation of a new system to time study Department Eligibility Specialists and Child Welfare and Adult Services Caseworkers.
  • Meet with Federal, State and private auditors to explain Department grant accounting, Federal financial reporting and Federal drawdown procedures and internal controls.
  • Provide requested supporting documentation for sampled transactions and reports.
  • Review draft audit reports for factual accuracy.
  • Prepare responses to findings.MINIMUM QUALIFICATIONS:Education: A Bachelor's Degree from an accredited college or university.Experience: Three (3) years experience in budget preparation, presentation, and execution. Note: Applicants may substitute the degree for seven (7) years experience in budget preparation, presentation, and execution.DESIRED OR PREFERRED QUALIFICATIONS:
  • A Bachelor's Degree from an accredited college or university in Accounting, finance, business administration, economics, or similar relevant major.
  • An active Certified Public Accountant (CPA) license or certification.
  • Two years experience working knowledge of both Maryland Financial Management Information System (FMIS) modules (ADPICS and R*STARS), and Google software suite.SELECTION PROCESS:Please make sure that you provide sufficient information on your application to show that you meet the qualifications for this recruitment.
