Job Description:
As a member of senior-level staff, this position reports to the
Executive Director and is responsible for strategically aligning
the financial operations of DGA and its associated state PACs,
Federal PACs, 501(c) organizations, and Independent Expenditure
organizations to its political and organizational goals. The Chief
Financial Officer is expected to provide regular advice and
analysis on the organization's financial status to inform strategic
spending decisions at the highest levels of the
organization.Primary Responsibilities
- Create, actively manage, and provide regular reporting to the
Executive Director on a $300 million+ organizational cycle
budget;
- Regularly provide short-term and long-term cash flow
projections to inform political spending decisions for the
Executive, Political, and Independent Expenditure teams;
- Closely collaborate with other department directors to
understand and manage budget changes and expectations;
- Oversee the facilitation of coordinated-side political payments
with the Political department;
- Oversee the facilitation of independent-side political payments
with the Independent Expenditure department;
- Receive deposits to all entities through various fundraising
programs while ensuring all campaign-finance reporting obligations
are met;
- Align multiple types of revenue streams to meet organizational
needs during any given election cycle, in collaboration with the
National Finance Director, Digital Director, Political Directors,
and legal counsel;
- Closely manage compliance vendor relationships and
relationships with banks;
- Appropriately manage financial risk across the organization by
creating a culture of close collaboration, documentation, and
strong accountability;
- Oversee the DGA's Compliance, Accounting, and Budgeting
departments to manage national and state level reporting
requirements across all entities to file complete campaign finance
reports on time and in close collaboration with the Political, IE,
and Communications departments;
- Oversee Quarterly/Annual IRS and tax filings for all associated
organizations in collaboration with accounting and legal
firms;
- Oversee annual, external audit across all organizations;
- Manage other special projects, assignments, and tasks across
the entire organization as assigned by the Executive
Director.Minimum Qualifications
- At least 10 years of combined experience managing
multi-million-dollar, multi-account, and multi-department budgets
for a committee, political organization, and/or a national
non-profit/advocacy organization;
- At least 10 years of combined experience facilitating payments
and receiving contributions for multiple PACs and/or an
organization with federal and state campaign finance reporting
obligations - experience with both federal and state level
organizations required and significant experience with nonfederal
committees strongly preferred;
- At least 4 years of experience working collaboratively with
senior leaders across an organization to execute organizational
goals in a timely manner.
- At least 4 years building and managing a staff of 4 or more
people directly as well as successfully managing outside
consultants, lawyers, and accountants.
- A strong understanding of the different functions and reporting
requirements for nonfederal committees, Federal PACs, 527
organizations, state-registered PACs, 501(c) organizations, and
experience managing financial operations for these types of
organizations;
- Strong experience providing short-term and long-term expense
forecasts, and managing cash flow across multiple fundraising
streams;
- Strong experience using QuickBooks accounting software and NGP
VAN software;
- Demonstrated expertise with generally accepted accounting
principles and collaborating with auditors to ensure financial
health of multiple organizations;
- Experience managing equipment, technology, and/or software
among a large group of people by serving as an administrator of
accounts;
- Experience managing external relationships related to an
organization's financial operations;
- Experience managing a productive relationship with external
accounting firm and legal counsel;
- Knowledgeable of who the nation's Democratic Governors are and
how they fit within the Democratic Party;
- Must be comfortable with long, irregular hours during peak
