$76,880.34This is an Excepted Service position. Selected candidate
must be a District resident or establish residency within 180 days
of hire.Current District of Columbia residents will receive
priority and advanced preference for screening and
interviews.BACKGROUNDThe Mayor's Office on Returning Citizen
Affairs (MORCA) provides useful information for the empowerment of
previously incarcerated persons in order to create a productive and
supportive environment where persons may thrive, prosper and
contribute to the social, political and economic development of
self, family, and community. MORCA's mission is to provide zealous
advocacy, high-quality services and products, up-to-date, useful
information for the empowerment of previously incarcerated
persons.The Reentry Program Specialist is responsible for
organizing programs and activities for MORCA. You will be tasked
with developing programs to support the organization's strategic
direction, as well as creating and managing long term goals. Major
responsibilities include developing leadership ideas into actual
programs, providing guidance and direction to employees about
various programs within the organization, and helping teams
implement new activities and programs as needed.In order to be
successful in this role, you will need to have prior experience in
program management, coordinate efforts across departments, and be
knowledgeable of DC reentry and returning citizen resources.MAJOR
DUTIES
- Oversee, plan, develop and coordinate current and new
activities.
- Research trends and gather resources on new activities and
programs both in the District and other jurisdictions.
- Provide guidance on subject-matter projects to employees and
management teams.
- Plan and attend collaboration meetings to ensure projects are
on schedule.
- Provide guidance and direction to employees about various
programs within the organization.
- Work with leaders across the organization to help teams
implement new activities and programs as needed.
- Plan, develop, and implement complex and comprehensive
activities and programs directly related to reentry/returning
citizens.
- Build relationships with referred program partners to
understand existing programs and collaborations.
- Build relationships with potential sponsors of events and
programs.
- Create monthly and/or quarterly budget updates on
programs/events.
- Report feedback on the success and/or failure of certain
projects and activities.
- Oversee and assist staff as necessary on programs outside their
own portfolio.
- Provide guidance and cross-agency coordination.
- Work closely with operations and marketing staff to coordinate
efforts.
- Perform other duties as assigned.COMPETENCIES, KNOWLEDGE,
SKILLS, AND ABILITIES
- Must have excellent delegation skills and the ability to lead
and train both student staff and volunteers.
- Strong knowledge of budgeting, researching, and report
writing.
- Outstanding written and verbal communication skills.
- Demonstrate strong leadership capabilities.
- Good time management and organizational skills.
- Relevant training and/or certifications as a Program
Specialist.MINIMUM QUALIFICATIONS
- A bachelor's degree is preferred or 3 years' experience in
project management and working with incarcerated individuals.
- Proven work experience as a Program Specialist or similar
role.
- Flexible work availability.WORK ENVIRONMENTThe work is
performed primarily in-person in an office setting. Times in the
field are permitted when there is a related event.SPECIAL NOTE -
SECURITY SENSITIVEThis position is deemed security sensitive. The
incumbent of this position will be subject to enhanced suitability
screening pursuant to Chapter 4 of DC Personnel Regulations,
Suitability - Security Sensitive.RESIDENCY REQUIREMENTThere is a
legal requirement that each new appointee to the Excepted Service
either:
- be a District of Columbia resident at the time of appointment;
or
- become a District resident within one hundred eighty (180) days
of appointment.The law also requires that Excepted Service
employees remain District residents during the duration of the
individual's appointment. Failure to remain a District resident for
the duration of the appointment will result in forfeiture of
