JobUnder the managerial supervision of the Deputy Executive
Director of Operations for the Child Support Administration (CSA),
this position contributes to the mission of the Department of Human
Services to assist people in economic need, increase prevention
efforts, and protect vulnerable children and adults by directing
the management of system development, maintenance, testing efforts
and information analysis and reporting for CSA that are currently
or will be incorporated into the Child Support Management System,
myMDTHINK Consumer Portal, and all other data, dashboard, and
reporting needs. The incumbent is responsible for forward thinking
strategies, organized, change management focused and a collaborator
across functions, the incumbent serves as the liaison between CSA,
associated DHS programs, Local Departments of Social Services and
the information technology (IT) divisions. This recruitment will
require traveling throughout the state to the local
offices.POSITION DUTIES
- Leads the management team responsible for the development
implementation and evaluation of modernization systems, the design
and maintenance of existing automated systems, and the analysis and
reporting of data in the Child Support Administration in accordance
with federal and state laws.
- Represents CSA in a senior managerial role for major
initiatives that involve CSA Programs, CSA Operations, CSA
Information Technology Modernization, CSA Information Technology,
budgets and CTO and OTHS systems.
- Directs the development and implementation of key strategies
for special project objectives.
- Serves on DHS Data Council as Data Steward for CSA.
- Assists with providing Data Council status updates to Executive
Committee. Works with CSA Business Process Steward, Policy Steward,
Data Quality Steward and Data Security and Privacy and Access
Steward to complete Data Council tasks and program oversight.
- Interacts with executive level managers from other divisions of
DHS as well as other State agencies, to include, but not be limited
to: the Social Services Administration (SSA), Family Investment
Administration (FIA), Department of Health (MDH), Motor Vehicle
Administration (MVA); Professional Licensing Boards; Maryland State
Department of Education (MSDE) and the Maryland Department of
Information Technology (DoIT).
- Reviews team members' assessments and analytics of the impact
of changes in policies and procedures on daily operations.
- Oversees the Master Data Management (MDM) CSA Program
Stewardship changes and association/disassociation of customer
records in the Informatica Data Director System (IDD) User
Interface of the MDM.
- Directs the multi-disciplinary team who analyzes, recommends,
and reviews modifications to processes, workload and task
distributions and timely processing of workloads and tasks, and
complete online caseload redistribution requests for local
departments.
- Provides responses for inquiries from the Executive Director of
CSA, the Secretary of DHS, the Governor's or Mayor's office,
advocate groups, legislators, the public and other State agencies
and local departments regarding automated systems.MINIMUM
QUALIFICATIONSEducation: A bachelor's degree from an accredited
college or university in Business, Business Administration, Public
Administration, Information Technology, or closely-related
major.Experience: Three (3) years experience in project management
and data analysis with one (1) year supervisory experience.DESIRED
OR PREFERRED QUALIFICATIONSPreference will be given to applicants
who possess the following preferred qualification(s). Include clear

- One year experience of direct project management oversight of a
major system.
- One year experience with federal system certification.
- One year experience interpreting and implementing certification
