Job Description:

Duties 1. College Chancellor - Leads the National Defense University (NDU) and exercises senior executive direction and leadership over all aspects of the College of Information and Cyberspace; the Department of Defense's premier senior national security educational institution focused on the information environment to educate the leaders from the U.S. military, USG interagency, and international partner countries. Additionally guides the Administrative Chair efforts of the UC2 to catalyze and foster innovation ecosystems across the U.S. to advance critical technologies, address national and societal challenges, and foster partnerships between academia and national security and defense stakeholders. Lastly, ensures the Cyber Academic Engagement Office's mission to support innovative and merit-reviewed activities in applied research and education that contribute to the nation's technical strength, security, and welfare. 2. Academic Leadership - Oversees, manages, and evolves CICs graduate and certificate programs with responsibility for classroom and office facilities, and relations with partner NDU components. Builds and sustains educational partnerships with U.S. Government agencies, the private sector, international allies, and other DoD educational institutions and universities. Incorporates innovation in technology, research, applied learning, and educational delivery in producing senior leader graduate-level scholarship that best educates, develops, and inspires military and civilian senior leaders in an unpredictable and complex world. Maintains dynamic process to refresh curricula to ensure CIC coursework continually evolves as the needs of the Department of Defense (DoD) change. 3. Program Director - Responsible for NDU's support of the Administrative Chair of the University Consortium for Cybersecurity (UC2) to lead the activities of the consortium. Supports NDU, DoD CIO, and USD Comptroller programs for cyberspace and financial management professional development by building credentialing options that are accessible through full-or- part-time enrollment by employees of the U.S. Government departments and agencies, especially those not sufficiently manned to assign significant numbers or senior or personnel to 10-month, in-residence professional development programs. 4. Personnel and Resource Management - Exercises overall direction and management of all civilian and military positions. Initiates a comprehensive program of activities to review work with an emphasis on improving effectiveness and productivity. Establishes processes to ensure close coordination with the NDU staff and academic components. Responsible for planning, programming for, and directing the College's education and training activities; establishing short/long-range goals, policies and procedures; assigning responsibilities; tracking work in progress; and solving problems referred by superiors, peers and subordinates. 5. Organizational Representative and Outreach - The incumbent interacts regularly with the NDU Provost and counterpart Chancellors and Commandants in support of curriculum development, teaching, research, and outreach. Initiates actions to enhance student learning and support faculty currency on current and emerging strategic issues relevant to NDU, DoD and other U.S. Government agencies, civilian academic counterparts, and professional associations. Serves as a focal point for College activities, programs, and interactions with external agencies, DoD, the NDU Regional Centers, and JCS in close coordination with the NDU President, DoD CIO, and USD Comptroller. Conducts required liaison with high-ranking visitors, foreign dignitaries, senior government officials, leaders of civilian academic institutions, professional associations, and others. 6. Performs other duties as assigned. Requirements Conditions of Employment * Must be a U.S. Citizen * Males born after 12-31-59 must be registered or be exempt from Selective Service (see http://www.ssa.gov/) * Direct Deposit: All federal employees are required to have direct deposit * The position is governed by 10 USC 1595 and NDUI 1416.0l dated March 2017. * Must be able and willing to travel both domestically and internationally. Travel is occasionally required (20-30% of the time). * This is a Special Sensitive position which requires a background investigation. The individual selected for this position is required to obtain and maintain a Top Secret clearance with SCI access security determination. * Incumbent is required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually. Qualifications REQUIRED QUALIFICATIONS Applicants must evidence the following knowledge, skills, and abilities: * Possess a master's degree (a doctorate or other terminal or professional degree is preferred) from a regionally accredited institution of higher education (or international equivalent) in an appropriate discipline or field. * Demonstrated success in building teams and leading collaboratively, achievement in managing senior-level employees, working effectively with others in a diverse environment; and ability to establish and maintain positive working relationships. While not required, exceptional candidates will evidence the following knowledge, skills and abilities: * Significant professional/operational experience in dealing with threats and challenges in the contemporary cyberspace and IT security environment. * Experience teaching and advising adult learners from within the military, cyberspace, and national security backgrounds. * Experience with regionally accredited graduate-level professional academic programs. Experience with Joint Professional Military Education is also valued. * Relevant academic and/or senior professional experience, including a strong record of teaching, research, and publication, in a field relevant to the CIC mission. * Display a collaborative manner and be adept at conflict resolution with excellent interpersonal skills. * Be an able communicator. Both in writing and as a public speaker. Combine vision with effective organizational skills. * Demonstrated ability for innovation, critical thinking, strategic, and analytical skills in leading diverse and agile organizations. * Demonstrated ability to act with discretion, maintain confidentiality and professional demeanor at all times and operate with the highest standards of personal and professional conduct. * Demonstrated successful record of willingness to take and accept risk, leveraging cutting-edge technologies, and leading change within an organization. * Demonstrated ability to plan and execute information resources budget and management. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Education Requirement: An earned Master's Degree in an appropriate field is required from an accredited institution of higher education or international equivalent. An earned Doctorate or equivalent terminal or professional degree in an appropriate discipline is preferred. Official Transcripts: Official transcripts are not required at the time of application; however, if the position has a positive degree requirement, qualifying based on education alone or in combination with experience, transcripts must be verified PRIOR to appointment, if selected for the role. * An accrediting institution recognized by the U.S. Department of Education must accredit education. You must show proof the education credentials have been deemed to be at least equivalent to that gained in a conventional U.S. education program. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. You must provide a copy of the letter containing the results of the equivalency evaluation upon request.
