Homeland Security Planner II, III, IV (CBRNE)Summary:The
Homeland Security Planner position is a professional role in
regional homeland security and public safety within COG, supporting
the administration of the National Capital Region's (NCR) Chemical,
Biological, Radiological, Nuclear, and Explosives (CBRNE) programs.
COG's CBRNE activities focus on the early identification of the
import, transport, manufacture, or release of hazardous

include identifying CBRNE equipment needs, organizing training and
exercise events, documenting national best practices, assisting
with tracking program expenses, and providing support to various
working groups within COG's Department of Homeland Security and
Public Safety (DHSPS).The Homeland Security Planner series includes
three levels: Planner II, Planner III, and Planner IV.
Responsibilities vary slightly by level and depend on background
and work experience.Responsibilities include:
- Assisting with procurement and tracking of CBRNE detection
equipment for emergency response agencies.
- Planning and hosting CBRNE-related exercises and training.
- Tracking corrective actions and supporting implementation of
regional CBRNE improvement plans.
- Assisting the CBRNE/PRND Program Manager with tracking program
expenditures.
- Facilitating meetings with stakeholders, documenting action
items and decisions.
- Drafting agendas, meeting materials, and summaries for
committees and working groups.
- Organizing and documenting outcomes of meetings and follow-up
activities.
- Preparing reports, fact sheets, and documents on CBRNE and
public safety topics.
- Assisting in the development and review of regional plans and
policies.
- Supporting project work plans for committees and working
groups.
- Drafting presentations and materials for stakeholders.
- Researching and synthesizing information on CBRNE best
practices.
- Maintaining positive work relationships with coworkers and
stakeholders.
- Attending professional conferences and training sessions as a
COG representative.REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:To

disabilities.Education and Professional Experience:Planner II:
Bachelor's degree in a relevant field with a minimum of two years
of office experience or equivalent combination of education and
experience.Planner III: Bachelor's degree in a relevant field with
a minimum of three years of experience in homeland security or
related fields. Master's degree preferred with one to two years
post-graduate work.Planner IV: Bachelor's degree and five or more
years of professional experience in homeland security or related
fields; or any equivalent combination of experience and training.
Preferred: Master's degree and knowledge of intergovernmental
coordination and hazardous materials.Supervisory
Responsibilities:At the Planner IV level, responsibilities may
include supervising contract staff or managing discrete projects.
Planner II and Planner III positions do not include supervisory
responsibilities.Communication Skills:Strong verbal, written, and
interpersonal communication skills; ability to condense complex
topics into concise summaries for the public; ability to present
information to stakeholders and employees.Preferred: Experience in
data visualization, graphic design, and public outreach
methods.Critical Thinking/Reasoning Ability:Knowledge of homeland
security and emergency management principles; ability to read and
interpret technical documents and respond to stakeholder
inquiries.Computer Knowledge and Skills:Understanding of Microsoft
Office Suite, including Teams, Word, Excel, PowerPoint, OneDrive,
and SharePoint. Experience with Adobe InDesign or comparable
software.Quality of Work/Organization:Demonstrated accuracy and
thoroughness in written documents; strong organizational skills;
ability to multi-task and maintain accurate files.Certificates,
Licenses, Registrations:Professional certification will be
considered in evaluating experience and training.PHYSICAL
