ABOUT THE DISTRICT OF COLUMBIA RETIREMENT BOARD: The District of Columbia Retirement Board (DCRB) is an independent agency of the District of Columbia Government. Our mission is to manage and control the assets of the D.C. Police Officers' and Firefighters' Retirement Fund and the D.C. Teachers' Retirement Fund as well as to administer benefits for the members of the of the D.C. Police Officers' and Firefighters' Retirement Plan and the D.C. Teachers' Retirement Plan. POSITION SUMMARY Under the direction of the Chief Investment Officer (CIO) and other senior members of the team, the Investment Analyst will perform a wide variety of research and operational tasks involved in the evaluation and management of the District of Columbia Retirement Board's $12 billion investment program. The candidate must display passion, curiosity, and a desire to learn and grow in the investment field. This is an early-career position, suited to someone interested in starting or continuing their career in institutional investment management. The selected candidate acts as a generalist and supports the Investment team from a research and operational perspective across public and private markets. Investable asset classes include Equity, Fixed Income, and alternative asset classes such as Private Equity, Private Credit, Real Estate and Real Assets. The incumbent will work closely with a small team on maintaining and improving operational processes and systems across the entire portfolio. The selected candidate must be responsible and organized, with strong communication skills to work with internal and external stakeholders. Interest in or progress toward pursuing the CFA and/or CAIA designation is a plus. ESSENTIAL DUTIES AND RESPONSIBILITIES (Duties that occupy a major portion of time and importance of the job) Primary

  • Assist in operational activities for the portfolio, such as entering and monitoring investment transactions (capital calls, cash and stock distributions), monitoring asset allocation, and cash management.
  • Assist in the monitoring of existing investment managers, including review of investment manager reports and participation in meetings/calls.
  • Assist in investment and operational due diligence of prospective investment managers.
  • Assist in reviewing and analyzing investment performance, risk, and fees/expense and other reports
  • Contribute to process improvement and technology projects. Secondary
    • Gather information and data from a variety of sources to develop and maintain knowledge of current investment market conditions and trends.
    • Assist in quantitative analysis of financial markets, asset allocation, investment performance, risk management and economic data.
    • Assist in monitoring existing investments for consistency with established benchmarks, investment objectives, and manager-specific guidelines.
    • Assist in the search for new investment opportunities by gathering information from a variety of sources, analyzing expected returns and risks, and determining consistency with established investment objectives.
    • Assist in reviewing proxy voting records and transaction cost analysis reports.
    • Assist in the selection of investment service providers.
    • Assist in the development of investment policies and procedures. Additional The incumbent also may:
      • Prepare a variety of written, statistical, and financial reports/information-including Investment Committee agenda items, minutes, special-project reports, investment performance reports, and correspondence.
      • Establish and maintain working relationships with members of the external investment community.
      • Assist in performing various departmental administrative functions, as needed. FUNCTIONAL COMPETENCIES
        • Analytical skills, including knowledge of statistics and probability.
        • Attention to detail.
        • Accounting skills, such as being able to read and interpret financial statements.
        • Organizational/project-management skills.
        • Willingness to travel (approximately 5% of the role's function). SOFTWARE EXPERIENCE
          • Experience with Northern Trust Passport, Advent Tamale, Burgiss Private i, and/or Preqin Pro a plus. REQUIRED EDUCATION & PROFESSIONAL CERTIFICATIONS
              • Bachelor's degree.
              • Equivalent work experience may be recognized in lieu of a bachelor's degree.
              • Interest in pursuing or progress toward the Chartered Financial Analyst (CFA) or Chartered Alternative Investment Analyst (CAIA) designations preferred, but not required. JOB EXPERIENCE (YEARS & TYPE)
                • At least one (1) year of relevant experience with a financial firm, accounting firm, consulting firm, pension fund, endowment, foundation, family office, or sovereign wealth fund.
