Job Description:
SCI Summary: SCI supports people with disabilities, behavioral
challenges, medically complex needs, transitioning youth, the
elderly, and other populations using Maryland Department of
Health's Targeted Case Management and Supports Planning work models
as well as a concierge level geriatric care management and care
partner model. Position Summary: The Policy and Legislative Analyst
will be a key member of SCI's newly established Government
Relations Center of Excellence (GRCOE). The GRCOE was established
to advance public policy that strengthens SCI and service delivery,
access and choice, for the individuals that SCI supports. The
Policy and Legislative Analyst will perform duties in support of
the full continuum of SCI's government relations and strategy
activities. SCI Team Member Expectations: All SCI Team Members are
expected to: Ensure services provided follow the organization's
mission statement, core operating values and policies and
procedures,follow HIPAA, confidentiality and security procedures
and principles; collaborate with peers, leadership, and support
areas of the organization; actively participate in and contribute
to leadership and other staff meetings and trainings; maintains
compliance with federal, state, and local employment laws and
regulations; follow self-direction and person-centered planning
procedures and philosophy; and to foster a culture that values
diversity. Essential Duties: Monitor, track and analyze legislation
and regulatory developments that impact SCI and the people who SCI
supports. Assist in preparation of comments, legislative testimony,
policy briefs and other policy-related correspondence. Attend
policy functions and events, such as briefings, presentations, and
webinars. Collaborate in the development of recommendations for
SCI's responses and positions on legislation, policy, and
regulatory proposals. Participate in coalitions, learning
collaboratives, communities of practice and other policy focused
meetings. Assists with SCI's grassroots efforts, including
development of action alerts and other mobilization and organizing
tactics. Collaborate across SCI to advance shared goals, including
programs, communications, finance, legal, and other centers.
Occasional travel to Annapolis and other areas in Maryland,
Washington, D.C. and Virginia is required. Supervisory Duties: N/A
Education Required: Bachelor's Degree required; Master's Degree
preferred Experience Required: 3-5 years of increasingly
responsible experience with legislative and/or regulatory bodies,
federal or state executive or agency branch, government relations
office, or advocacy work in local government, trade association, or
other organization. Strong preference for experience and knowledge
in the Human Services industry, with Medicaid and Medicare and with
the ID/DD population. Knowledge of policy landscape, including
legislative and regulatory environment, especially in Maryland,
Virginia, and Washington, D.C. Proficiency with the Microsoft
Office Suite. Familiarity with legislative/policy related software,
databases and online resources. Strong writing and communications
skills. Organizational skills; detail-oriented with strong
follow-through to complete assignments. Ability to work in a
fast-paced policy environment. Proven multi-tasking and time
management skills. Self-motivated, dependable, and has exemplary

required to move about in an office setting or position office
equipment weighing between 10-25 pounds. Vision abilities required
by this job include close vision. Ability to operate a motor
vehicle. The person in this position frequently communicates with
other people. Must be able to exchange accurate information in
these situations. IT Roles must be able to position self to
maintain computers and equipment, including under desks and in
server room(s). Frequently moves equipment weighing up to 50
